Sufficient Fund: The incorporated business or the applicant should have ample funds to bear the expenses of the private security agency. This is one of the key requirements for obtaining a PASARA License.

MoU with Training Institute: The security agency should have signed a MoU (Memorandum of Understanding) with any Security Training Institute recognized by the concerned state controlling authority. This institute will provide training to the security institute’s members and is essential for securing a PASARA License.

National Interest: The license can not be granted to any person who may cause prejudice to national security and public order.

Links with Banned Organisations: Any person or agency having links with an organization or association that has been banned in India can be granted a PSARA Licence.
